Resumen
La presente investigación, analiza la implementación del programa de
desarrollo de capacidades, de la Asociación Servicios Educativos Rurales
(SER), para lograr la gestión comunitaria de los servicios de agua y
saneamiento, a través de las competencias adquiridas por las familias, el
gobierno local y las JASS (Junta Administradora de Servicios de
Saneamiento); en la localidad de Unión La Victoria, del Centro Poblado de
Manzanayocc, del distrito de Anco, Churcampa-Huancavelica, en el
periodo 2015-2017. El estudio se realizó utilizando el enfoque mixto
(cualitativo y cuantitativo), tipo explicativa y analítica, realizándose la
recolección de datos durante el segundo semestre del 2017. Las unidades
de análisis comprendieron los actores locales (familias, JASS y
ATMGSAS), y el programa de desarrollo de capacidades del SER.
La investigación subraya la pertinencia cultural y tecnológica del programa
de desarrollo de capacidades del SER, su seguimiento y acompañamiento,
que propició y fortaleció la gestión comunal desde el involucramiento de la
mayoría de familias, la JASS y gobierno local, para la sostenibilidad de la
propuesta. Es así, que se pudo conseguir una eficiente gestión técnica y
social del proyecto; y el gobierno local asumió, la continuidad del
seguimiento y acompañamiento de las obras de agua y saneamiento,
destinándole presupuesto, manteniendo la oficina creada para tal fin, así
como adecuó su manual de organización y funciones que permitió la
ejecución del proyecto de servicios de agua y saneamiento.
La intervención social de SER, la cual presentó un conjunto de
planteamientos que permitió contribuir a la búsqueda y elaboración de
nuevas alternativas de gestión de los servicios, facilitando el acceso al
derecho humano al agua y saneamiento, promoviendo el fortalecimiento de
la organización comunal, desarrollando capacidades y competencias en las
familias, la JASS y el Área Técnico Municipal de Gestión de Servicios de
Agua y Saneamiento.
This research analyzes the implementation of the capacity development program of the Rural Educational Services Association (SER), to achieve community management of water and sanitation services, through the skills acquired by families, the local government and the JASS (Administrative Board of Sanitation Services); in the town of Unión La Victoria, of the Poblado Center of Manzanayocc, of the district of Anco, Churcampa Huancavelica, in the period 2015-2017. The study was conducted using the mixed (qualitative and quantitative), explanatory and analytical approach, with data collection during the second semester of 2017. The units of analysis included the local actors (families, JASS and ATMGSAS), and the program of the SER's capacity development. The research highlights the cultural and technological relevance of the SER's capacity development program, its monitoring and accompaniment, which fostered and strengthened community management based on the involvement of the majority of families, the JASS and local government, for the sustainability of the proposal. Thus, it was possible to achieve an efficient technical and social management of the project; and the local government assumed the continuity of the follow-up and accompaniment of the water and sanitation works, allocating the budget, maintaining the office created for that purpose, as well as adapting its manual of organization and functions that allowed the execution of the water services project and sanitation. The social intervention of SER, which presented a set of approaches that allowed to contribute to the search and development of new alternatives for the management of services, facilitating access to the human right to water and sanitation, promoting the strengthening of the community organization, developing capacities and competences in families, the JASS and the Municipal Technical Area for Water and Sanitation Services Management .
