Abstract
El Estado está obligado a garantizar la provisión del servicio público de agua y alcantarillado
a toda la población, esto implica que el mismo deba adoptar las acciones necesarias para que
dicho servicio se preste de modo eficiente, continuo y logrando una cobertura total. Sobre el
particular, se identifica como problemática la deficiente ejecución de inversiones establecidas
en el Plan Maestro Optimizado de las empresas prestadoras, toda vez que se reportan retrasos
en el avance financiero y físico de las obras de saneamiento. Ahora bien, con el objetivo de
determinar la influencia de la aplicación del control simultáneo en la ejecución efectiva de
proyectos de saneamiento que se encuentren incluidos o no en el PMO de las EPS, para
brindar los servicios de saneamiento en el ámbito urbano, se desarrolla un análisis
exploratorio tomando como información el programa de inversiones de un conjunto de EPS,
una muestra seleccionada de informes de servicios de control simultáneo realizados a los
proyectos de saneamiento del 2017 al 2019, y los datos de ejecución de proyectos
seleccionados correspondientes a un periodo de 2014 al 2019. Producto de la investigación,
se concluye que existen indicios sustentados que permiten afirmar que los proyectos que
están en el PMO de las empresas de agua y tienen control simultáneo tienen una ejecución
efectiva frente a aquellos que están en el PMO y no tiene control; por lo tanto, lo mejor es
que estén incluidos en el PMO y se les aplique control.
The State is obliged to guarantee the provision of the public service of water and sewerage to the entire population, this implies that it must adopt the necessary actions so that said service is provided efficiently, continuously and achieving full coverage. In this regard, the poor execution of investments established in the Optimized Master Plan of the provider companies is identified as problematic, since delays are reported in the financial and physical progress of the sanitation works. Now, with the aim of determining the influence of the application of simultaneous control on the effective execution of sanitation projects that are included or not in the EPS PMO, to provide sanitation services in the urban area, it is developed an exploratory analysis taking as information the investment program of a set of EPS, a selected sample of reports of simultaneous control services carried out on sanitation projects from 2017 to 2019, and the data on the execution of selected projects corresponding to a period of 2014 to 2019. As a result of the investigation, it is concluded that there are sustained indications that allow us to affirm that the projects that are in the PMO of the water companies and have simultaneous control have an effective execution compared to those that are in the PMO and do not have control; therefore, it is best if they are included in the PMO and control is applied to them.
