Abstract
El año 2000, tras la publicación de los Vladivideos en el Perú, se genera una crisis de
gobernabilidad en el país. Este hecho traumático para la política nacional permite que
se abra la discusión en torno a una nueva ley de radio y televisión. El debate genera inmediatamente dos posturas distintas alrededor de la ley en ciernes. La competencia entre dos coaliciones de política pública contribuyó, pero de manera distinta a la decisión legislativa. Pese a los esfuerzos de las organizaciones de sociedad civil, que incluyó una iniciativa legislativa ciudadana, las fuerzas desplegadas por la coalición corporativa fue determinante. La presente investigación tiene como objetivo principal identificar y describir los problemas operativos e institucionales de las redes de sociedad civil para incidir en el diseño de una política pública, teniendo como caso de estudio el proceso decisional de la ley de radio y televisión 28278, entre los años 2000 al 2004. Así, en el análisis, descubrimos que el éxito de la actuación política de las organizaciones de sociedad civil y sus posibilidades de incidir en una política pública depende de las propias capacidades institucionales en términos de recursos, de sus enfoques, de la prioridad del problema público en sus propias agendas institucionales y de las dimensiones y características de los actores que se oponen
The year 2000, after the publication of the Vladivideos in Peru, generates a crisis of governability in the country. This traumatic event for national politics allows the discussion to be opened around a new radio and television law. The debate immediately caused two different positions around the law in the making. The competition between two public policy coalitions contributed, but in a different way to the legislative decision. Despite the efforts of civil society organizations, which included a citizen's legislative initiative, the forces deployed by the corporate coalition was decisive. The main objective of this research is to identify and describe the operational and institutional problems of civil society networks to influence the design of a public policy, taking as a case study the decisional process of the radio and television law 28278, among the 2000 to 2004. Thus, in the analysis, we discovered that the success of the political action of civil society organizations and their possibilities of influencing a public policy depends on their own institutional capacities in terms of resources, their approaches, the priority of the public problem in its own institutional agendas and the dimensions and characteristics of the actors that oppose it
