Factores que limitan al PNAEQW, MINSUR y gobierno local a incidir en una mejora calidad educativa de forma articulada en el Distrito de Ajoyani, Provincia de Carabaya, Región de Puno (2017 - 2018)

Resumen
Uno de los problemas más relevantes en el sector educación en el Perú, ha sido la
deserción de los alumnos de las diversas instituciones educativas, sobre todo rurales, tanto
del nivel inicial como de primaria, debido a que diversos factores juegan en contra de los
niños y niñas de zonas rurales a que continúen sus estudios. Sin embargo, uno de los temas
más relevantes que se pudo percatar en los diversos años de estudio fueron que niños y
niñas de las instituciones públicas carecían de una adecuada alimentación y sobre todo,
mostrando niveles de Desnutrición Crónica y altos índices de anemia, lo que hacían prever
un futuro no tan provisorio para los niños de nuestro país.
En ese entender, el Estado mediante la implementación de políticas públicas, crea el
Programa Nacional de Alimentación Escolar Qali Warma (PNAEQW) con el afán de brindar
un servicio complementario de alimentación a niños y niñas de familias que carecen de
recursos económicos y estén cursando estudios en las diversas instituciones educativas
públicas a nivel nacional. El PNAEQW abarca tanto educación inicial como primaria
teniendo como objetivo mejorar el desempeño académico y escolar de los niños en las
diversas sesiones, incrementar la asistencia en las escuelas públicas, evitando la
deserción, y a la vez, mejorar los hábitos alimenticios.
Por otro lado, en algunas regiones del Perú diversos programas sociales, como el
PNAEQW, conviven con aliados externos que pueden ser de gran ayuda para lidiar el
problema de la Desnutrición Crónica Infantil, los altos índices de anemia y de esa forma
evitar la deserción escolar en las instituciones públicas y con ellos contribuir a mejorar la
calidad educativa, sobre todo en los distritos más pobres de la región, ya que si no
atendemos los problemas de salud y nutrición en los educandos en una etapa inicial, puede
convertirse en un problema perenne, causando graves daños a los niños en edad adulta o
generando graves efectos que de seguro se irán manifestando con el transcurrir de los años
de la persona, pero si brindamos una adecuada alimentación a los niños en una edad
temprana de seguro estaremos cosechando grandes frutos logrando que los educandos
tengan las oportunidades necesarias para salir adelante, ser útiles en su distritos, su
provincia y su misma región, y de esa forma salir de la exclusión social que tanto se anhela
día a día.

El presente estudio de investigación trata de realizar algunas precisiones sobre el nivel de
articulación institucional que se viene presentando en el distrito de Ajoyani, provincia de
Carabaya, región de Puno, en donde el PNAEQW viene conviviendo con algunos actores
externos que podrían ser de gran ayuda para combatir los problemas que se ha identificado
en relación a la mejora de la educación pública. Por ello el objetivo de la presente
investigación es identificar los factores que están limitando al PNAEQW, empresa privada
y Gobierno Local a cumplir con los objetivos institucionales y con ello reorientar su actuar e
incidir en la mejora de la calidad educativa mediante un trabajo conjunto con los actores
internos como los padres de familia, los docentes de las instituciones pública, el gobierno
local e incluir a la empresa privada para proponer alternativas que puedan mejorar la
intervención de forma articulada de los diversos actores que tienen un objetivo común,
incidir en una mejora educativa en el distrito de Ajoyani.
One of the most relevant problems in the education sector in Peru has been the desertion of students from various educational institutions, especially rural ones, both at the initial and primary levels, due to the fact that various factors play against children and girls from rural areas to continue their studies. However, one of the most relevant issues that could be noticed in the various years of study were that boys and girls in public institutions lacked adequate nutrition and above all, showing levels of Chronic Malnutrition and high rates of anemia, which they made foresee a not so temporary future for the children of our country. In this understanding, the State, through the implementation of public policies, creates the National School Feeding Program Qali Warma (PNAEQW) with the aim of providing a complementary food service to boys and girls from families that lack economic resources and are studying in the various public educational institutions nationwide. The PNAEQW covers both initial and primary education with the objective of improving the academic and school performance of children in the various sessions, increasing attendance in public schools, avoiding dropouts, and at the same time, improving eating habits. On the other hand, in some regions of Peru, various social programs, such as the PNAEQW, coexist with external allies that can be of great help to deal with the problem of Chronic Child Malnutrition, the high rates of anemia and thus avoid school dropouts. in public institutions and with them contribute to improving the quality of education, especially in the poorest districts of the region, since if we do not address health and nutrition problems in students at an early stage, it can become a perennial problem , causing serious damage to children in adulthood or generating serious effects that will surely manifest themselves over the years of the person, but if we provide adequate nutrition to children at an early age we will surely be reaping great fruits achieving that the students have the necessary opportunities to get ahead, be useful in their districts, their province and their own region, and in this way they r of the social exclusion that is longed for every day. This research study tries to make some clarifications about the level of institutional articulation that has been occurring in the Ajoyani district, Carabaya province, Puno region, where the PNAEQW has been living with some external actors who could be of great help to combat the problems that have been identified in relation to the improvement of public education. Therefore, the objective of this research is to identify the factors that are limiting 5 the PNAEQW, private company and Local Government to comply with the institutional objectives and thereby reorient its actions and influence the improvement of educational quality through joint work with the internal actors such as parents, teachers of public institutions, local government and include private companies to propose alternatives that can improve the intervention in an articulated way of the various actors who have a common goal, influence educational improvement in the district of Ajoyani.
