Resumen
Este estudio explora y explica el fenómeno del poder interpersonal en la gestión de
las compras públicas (CP) en el contexto peruano. Esto se fundamenta en una perspectiva
de sistemas sociotécnicos donde se interactúa y se desarrollan los procesos de CP. La
metodología aplicada corresponde a una investigación mixta con diseño exploratorio
secuencial. En una primera fase cualitativa, se planteó un modelo teórico y aplicando
entrevistas a expertos y académicos. Además, se validó el modelo teórico propuesto. En
una segunda fase cuantitativa, se contrastó empíricamente el modelo mediante el uso de
encuestas y la aplicación de la técnica de ecuaciones estructurales (CB-SEM). Los
hallazgos evidenciaron que el poder interpersonal influye en la toma de decisiones y a su
vez influyen en la eficiencia de la gestión de las CP. Asimismo, las características
individuales, la cultura organizacional moderan la influencia del poder interpersonal en la
toma de decisiones de manera positiva y negativa, respectivamente. En tal sentido, esta
investigación propone y valida un modelo teórico que permite explicar el poder
interpersonal y su influencia en las mencionadas compras. La investigación es relevante,
pues fue un estudio pionero en un contexto peruano. Asimismo, contribuyó a la teoría,
aportando con bases teóricas para la gestión y regulación de las adquisiciones públicas.
Finalmente, se recomendó nuevos procesos para futuras investigaciones respecto al poder
interpersonal en la gestión de las CP.
This thesis explores and explains the phenomenon of interpersonal power in the management of public procurement (PP) in the Peruvian case, based on a sociotechnical systems perspective that captures the environment where PP processes are developed. A mixed research methodology with a sequential exploratory design was used. In a first qualitative phase, a theoretical model was proposed and by applying interviews to experts and academics, the proposed theoretical model was validated. In a second quantitative phase, this was empirically contrasted using a model using surveys and the application of the structural equations technique (CB-SEM). It was found that interpersonal power influences decision making, and these decisions influence the efficiency of PP management. Individual characteristics and organizational culture moderate the influence of interpersonal power on decision making positively and negatively, respectively. In this way, this research proposes and validates a theoretical model that allows explaining interpersonal power and its influence on PP, as a pioneering study in a Peruvian context. Likewise, it contributes to the theory of PPs, thereby providing theoretical bases for the management and regulation of PPs. Finally, new routes are recommended for future research that allow deepening or expanding the study of interpersonal power in the management of PPs.
