Las visiones de transformación del territorio hidrosocial en la cuenca baja del río Huallaga en un contexto de integración regional: caso del Proyecto Hidrovía Amazónica

Resumen
La presente investigación busca identificar los posibles horizontes que puedan redefinir la
transformación de los territorios hidrosociales en la cuenca baja del río Huallaga a partir de la
dinámica de los ríos amazónicos y un proyecto hidroviario, que actualmente no se encuentra
implementado. Donde a partir de información primaria obtenida mediante entrevistas
realizadas a los actores sociales que han participado en las diferentes etapas de los planes
hidroviarios, nos permitieron identificar sus posturas, intereses, expectativas y
preocupaciones, asimismo la información secundaria nos permitió describir los escenarios
biofísicos y socioeconómicos del área de estudio, así como identificar las actividades y usos
del agua y del territorio de los actores involucrados. Los hallazgos de la investigación nos
permiten comprender cómo los planes hidroviarios pueden reconfigurar los territorios
hidrosociales teniendo en cuenta que dichos planes priorizan un solo uso del agua, la
navegación, con fines comerciales, en un río donde su dinamismo se relaciona con las
actividades que realizan los actores sociales, donde los procesos espaciales y temporales
modifican el territorio provocando cambios en los usos del agua y en los intereses de los
actores sociales para el aprovechamiento de los recursos naturales; asimismo, estos planes
generan expectativas y preocupaciones en torno al medio ambiente que se reflejan en las
diferentes temporalidades de los planes hidroviarios provocando procesos de negociación y de
disputa. Por lo tanto, la investigación busca contribuir a que los tomadores de decisiones de
proyectos de infraestructura tomen en cuenta la participación de los actores sociales
involucrados en territorios que se redefinen constantemente por procesos físicos y de
relaciones sociales.
This research seeks to identify the possible horizons that can redefine the transformation of the hydrosocial territories in the lower basin of the Huallaga river based on the dynamics of the Amazonian rivers and a waterway project, which is not currently implemented. Where, based on primary information obtained through interviews with the social actors who have participated in the different stages of the waterway plans, they allowed us to identify their positions, interests, expectations and concerns, likewise the secondary information allowed us to describe the biophysical and socioeconomic scenarios of the study area, as well as identifying the activities and uses of water and territory of the actors involved. The research findings allow us to understand how waterway plans can reconfigure hydrosocial territories, taking into account that these plans prioritize a single use of water, navigation, for commercial purposes, in a river where its dynamism is related to the activities carried out social actors, where spatial and temporal processes modify the territory causing changes in water uses and in the interests of social actors for the use of natural resources; likewise, these plans generate expectations and concerns regarding the environment that are demonstrated in the different temporalities of the waterway plans, generating negotiation and dispute processes. Therefore, the research seeks to contribute to the decision-makers of infrastructure projects taking into account the participation of the social actors involved in territories that are constantly redefined by physical processes and social relations.
