Entre la enfermedad y la discriminación: formulación de la política de pico y género en el Perú en el año 2020

Abstract
En la presente tesis, nos proponemos analizar los elementos que llevaron
a la formulación del D.S. 057-2020-PCM, también llamado pico y género, en el
Perú en 2020 para incrementar la contención de la COVID-19. La relevancia de
esta investigación reside en el análisis del uso de la variable sexo como parte de
un instrumento de mitigación de la pandemia y la potencial falta de enfoque de
género para su diseño y alerta sobre posibles efectos negativo. Este hecho
resulta paradójico si entendemos que el Perú es un país con más 30 años de
trabajo en enfoque de género y que el aparato estatal cuenta con un marco
normativo que permite el diseño de acción pública desde el género. Así,
revisamos documentos bibliográficos para conocer discutir sobre la pandemia de
la COVID-19, sus efectos a nivel mundial y regional, así como sus efectos para
las mujeres en su diversidad y población LGTBIQ+. Como marco teórico,
revisamos la literatura sobre políticas públicas, género y la transversalización de
este enfoque, el mimetismo isomórfico e interseccionalidad. Nuestra
investigación arroja que el elemento que llevó a formular el D.S. fue el mimetismo
isomórfico, lo que llevó a la copia de una buena práctica desde el ámbito
internacional la cual no dio resultados esperados debido a las debilidades
estructurales del Estado para su implementación.
In the present thesis, we propose to analyze the factors that led to the design of D.S. 057-2020-PCM, also called “pico y género”, in Peru in 2020 to increase the containment of COVID-19. The relevance of this research lies analyzing the use of the sex variable as part of a pandemic mitigation instrument and the potential lack of a gender approach to its design and warning of possible negative effects. This fact is paradoxical if we understand that Peru is a country with more than 30 years of work on gender approach and that the state apparatus has that allows the design of public action with a gender focus. Thus, we reviewed bibliographic documents to discuss the COVID-19 pandemic, its world-wide and local effects, as well as its effects on women in their diversity and LGTBIQ+ population. As a theoretical framework, we reviewed the literature on public policy, gender and gender mainstreaming, isomorphic mimicry, and intersectionality. Our research shows that the element that led to the formulation of the D.S. was isomorphic mimicry, as a copy of a good practice from the international sphere, generating negative effects due to the structural weaknesses of the State for its implementation.
