Desde su creación en 1947, el Acuerdo General sobre Aranceles Aduaneros y Comercio (GATT) ha tenido una triple dimensión: en primer lugar, se constituyó como un conjunto de normas convenidas multilateralmente que regulaban el comportamiento comercial de los gobiernos; en segundo lugar, actuaba como un foro de negociaciones comerciales a través del cual se fomentaba la liberalización y apertura de los mercados nacionales y, finalmente, funcionaba como un tribunal internacional al cual los gobiernos acudían a fin de dar solución a las diferencias que pudieran surgir sobre el cumplimiento e interpretación de las normas del GATT.
