El mar como elemento vinculado al desarrollo humano forma parte del mismo desde el inicio de la historia. En mayor o menor medida las primeras civilizaciones tuvieron un contacto frecuente y provechoso con el mar, ya fuera como fuente de recursos alimenticios o de productos con valor de cambio. Además sirvió desde un inicio como medio de transporte, y en ocasiones como escenario de enfrentamiento. Todo ello entendiendo que el espacio marítimo normalmente utilizado fue el adyacente a la costa, o en otros casos los "mares interiores", cuyo mejor ejemplo es el Mediterráneo.
