Construir instituciones y fortalecer el Estado Peruano: una mirada crítica desde la consulta previa a pueblos indígenas y originarios
Abstract
Durante la última década, el Perú ha centrado su estrategia de crecimiento
económico en la inversión nacional y extranjera en industrias extractivas. Esta
dinámica ha tenido un impacto positivo en los indicadores económicos, pero
al mismo tiempo ha generado un espacio de conflictividad social en contra del
desarrollo de este tipo de actividades (Grompone y Tanaka 2009; ArellanoYanguas
2013; Arce 2014). Desde una mirada estatal, las industrias extractivas
se han desarrollado en espacios en los que el desempeño del Estado peruano
ha sido menos efectivo o es percibido como “capturado” por los intereses
empresariales (Grompone y Tanaka 2009, 408-209; Bebbington 2013, 377-379),
mientras que desde una perspectiva geográfica y demográfica se puede sugerir
que el grueso del impacto de estas actividades se concentra en la población rural
andina y amazónica (Remy 2010, 310-311; Bebbington 2013, 378).
