Experiencias de empoderamiento político-cultural: el caso de la Red de Jóvenes Indígenas Ñuqanchik Maronijei Noshaninka de Ayacucho

Abstract

El presente trabajo se basa en una investigación cualitativa desarrollada desde la perspectiva indígena, la cual tiene como objetivo analizar los ámbitos de empoderamiento logrados por la “Red de organizaciones de jóvenes indígenas de Ayacucho - Ñuqanchik Maronijei Noshaninka”, experiencia que ha influenciado en gran medida en el desarrollo personal de sus integrantes. El enfoque central de este trabajo se enmarca en el “Desarrollo Humano” más conocido como “Enfoque de Capacidades”, y parte de la premisa de que las y los jóvenes cuentan con capacidades de agencia en sus trayectorias, hacia el ejercicio de sus empoderamientos. El análisis del caso de la Red Ñuqanchik se hace a través de entrevistas individuales semiestructuradas a un grupo focal a dieciocho jóvenes de cuatro generaciones, que en su mayoría residen en la ciudad de Huamanga y mantienen vínculos territoriales con sus comunidades de origen y sus familias. El principal resultado es que el empoderamiento de las y los jóvenes Ñuqanchik se construye y se manifiesta en un proceso circular de interacción y empoderamiento en los ámbitos de: a) construcción de las identidades y afirmación indígena; b) participación comunitaria y política, y c) ejercicio de derechos e incidencia política. También se constata que la identidad indígena es un factor vertebral del empoderamiento, que influye de forma transversal en la participación de los Ñuqanchik en los cargos comunales y en su postulación a elecciones regionales y municipales. A su vez, motiva la defensa de los derechos indígenas para adquirir un sentido de reivindicación político-cultural que responde a los contextos históricos de discriminación étnica, de género, generacional, y a las condiciones de desigualdad, razones que impulsan a las y los jóvenes a proyectar un liderazgo que cambie dichas situaciones de asimetría en las relaciones de poder.

This work is based on a qualitative research developed from the indigenous perspective, which aims to analyze the empowerment areas achieved by the “Network of Indigenous Youth Organizations of Ayacucho - Ñuqanchik Maronijei Noshaninka”; experience that has greatly influenced the personal development of its members. The central focus of this work is framed in the "Human Development", better known as the "Enfoque de capacidades"(capabilities approach), and starts from the premise that young people have agency capacities in their trajectories, towards the exercise of their empowerments. The analysis of the case of "Red Ñuqanchik" is done through semi-structured individual interviews with a focus group of eighteen young people of four generations, most of whom reside in Huamangacity and maintain territorial ties with their communities of origin and their families. The main result is that the empowerment of Ñuqanchik young, is constructed and manifested in a circular process of interaction and empowerment in the areas of: a) construction of indigenous identities and affirmation; b) community and political participation, c) exercise of rights and political advocacy. It is also found that indigenous identity is a backbone factor of empowerment, which has a transversal influence on the participation of the Ñuqanchik young in communal positions and in their nomination for regional and municipal elections. In turn, it motivates the defense of indigenous rights to acquire a sense of political-cultural vindication that responds to the historical contexts of ethnic, gender and generational discrimination, and to the conditions of inequality, reasons that drive young people to project a leadership that changes these situations of asymmetry in power relations.
