To this end, it discusses the European Commission's method for the delimitation of cities, urban and rural areas together with the current Latin American debates on the subject. In this way, a cell grid spatial classification method using housing density and population number as main indicators is proposed. The results reflect the occupation of Peruvian territory from a different perspective than the dichotomous vision of urban versus rural. Presenting a gradual view that begins in high-density agglomerations, passes through medium and low-density zones, and ends in practically uninhabited areas, this new way of understanding the occupation of the Peruvian territory is taken to a classification that allows analyzing access and investment in sanitation and electricity services, discussing its usefulness as a tool for public administration. The research recommends using the urban-rural gradient methodology as a tool for designing public policies with greater territorial relevance in Peru.Ítem Texto completo enlazado Los parámetros urbanísticos y edificatorios de la Vivienda de Interés Social en Lima Metropolitana: Zonificación exclusionaria y vulneración del derecho a la vivienda(Pontificia Universidad Católica del Perú, 2023-12-15) Devoto Ykeho, Andres; Pairazamán Sotelo, Fiorella; Vilchez Vargas, Ximena; Torero Gamero, Domingo AlejandroThe objective of this article is to analyze the role of urban planning and building parameters in guaranteeing the right to adequate housing in Metropolitan Lima, with emphasis on social housing (SIV). To this end, we develop a state of the art on the urban regulation of SIV until December 2022, which shows that there is no consensus among the different levels of government regarding the mechanisms to promote the production of SIV and guarantee the right to housing. Then, we analyze the impact of urban and building parameters on the right to housing and other legal rights and goods.Based on this analysis, we present two arguments.First, we argue that the urban and building parameters approved by the municipalities of Metropolitan Lima represent a case of exclusionary zoning, as they limit or prohibit the production of SIV in areas with greater access to services and facilities. The second argument is that the incentives of the Special Regulation –i.e., the table of SIV parameters– do not guarantee the right to housing because they do not ensure adequate access to services and facilities for SIV beneficiaries.
