Problemas y debilidad de la respuesta colectiva en contextos de conflictividad medioambiental: las relaciones Estado-sociedad

Abstract
El Perú ha sido escenario de coyunturas sociales, económicas y políticas
desfavorables para la articulación de la acción colectiva. Por un lado, se dio la
desestructuración del tejido social, lo cual afectó la aún reciente tradición
organizativa de base. Por otro, el Estado no logró proveer mecanismos efectivos
de participación y representación para resolver las actuales disputas, sobre todo
socio ambientales. Sin embargo, actualmente se llega a observar una
repolitización de la sociedad desde el uso de la acción colectiva no
institucionalizada, la cual llega a ser percibida como el único medio efectivo para
ejercer presión sobre el Estado y los privados. Pero, aunque hay incentivos para
la movilización, no se ha dado un empoderamiento a nivel organizativo que
permita la sostenibilidad, institucionalización y éxito de la acción colectiva en la
mayoría de casos. La cuestión socio ambiental se vuelve clave al momento de
entender las actuales relaciones Estado-sociedad en tanto se cuestiona no solo
el actual modelo de desarrollo, sino también el alcance que puede llegar a tener
la acción colectiva. Los conflictos socio ambientales serían los más numerosos
en la actualidad y son, a la vez, fenómenos multicausales con implicancias
mayores para la gobernabilidad democrática.
