On the contrary, it proposes that certain political conditions and extraordinary events might be coordinated in such a way as to successfully drive environmental and climate initiatives into public debate, which, far from being seen as residual issues that can be postponed without major political costs, eventually manage to overcome the hurdle of economic objections and ideological misgivings. To support this argument, we analyze the complex political process that Law 30754, Framework Law on Climate Change, has faced since even as early as 2008, with the first bills, until its approval in the Congress of the Republic in 2018 and its subsequent enactment by the Executive Branch.Ítem Texto completo enlazado El impacto de la actividad extractiva de hidrocarburos en la pesca artesanal(Pontificia Universidad Católica del Perú. It shows how these industries emphasize some issues related to environmental regulations, development of oil company operations, corporate strategies in managing the negative and positive impacts that productive activities may cause in the people’s and civil society’s expectations related to artisanal fishing activity. Following this review, some ideas are proposed for discussion or as contributions. The Peruvian government tried for countless times to deal with its consequences during the first year of the crisis. However, due to the social and economic conditions of most of the population, these attempts turned out to be unsuccessful and in specific cases only exacerbated the effects of the pandemic. In that regard, native communities, and generally indigenous peoples, suffered from structural public service lacks in terms of access to drinking water and health that COVID-19 oversaw revealing. Belated responses of the central government and preferences for economic reactivation revealed a serious contradiction between priorities in managing the crisis in the Amazonian territories. This paper addresses these structural conditions referred to public services, especially those related to access to drinking water and health in native communities. It additionally analyzes legislative and administrative measures implemented to protect native communities and strengthen their capacities against COVID-19. All this leads to an inquiry on the real flaws and deficiencies of the national proposal for economic reactivation and the problem experienced by these communities in the first year of the crisis.Ítem Texto completo enlazado Biodiversidad y áreas naturales protegidas en la Evaluación de Impacto Ambiental: avances y temas pendientes(Pontificia Universidad Católica del Perú. The article presents a description of the type and grade of evaluated pesticides and their repercussions on the aquatic and terrestrial environment. Likewise, it includes a comparison of the results obtained by some authors in their experiments. It complements this information with a compilation on the impact caused due to the handling of pesticide containers, including the impact of said residues on public health. It studies La Leche River, in the stretch or low course located in the Íllimo district, Lambayeque region (Peru). In addition, it provides preliminary information on the conservation status of forest species in the seasonally dry forest, and the threat of flooding due to river overflows, which occurs each year due to heavy rain. In this context, bio indicators, especially benthic macroinvertebrates, represent an important tool for efficient water assessment. This essay analyzes how the use of these bio indicators is being managed at international level and within the framework of the National Environmental Management System (SNGA) of Peru, with special emphasis on the National Water Resources Management System (SNGRH), since one of its objectives is to achieve an adequate management of water resources in the country, to contribute to the conservation, preservation and recovery of water and its associated goods, and to have the conservation and protection of water quality as one of its purposes. In this way, it was evident that these bio indicators are being considered in some of the SNGA management instruments. The methodology used was the data collection technique through surveys. The results showed that the surveyed population considers that they have a predominantly "fair" and "poor" quality level of the cleaning, sweeping and collection service. Regarding the level of cleanliness, respondents consider that parks and markets have an acceptable level. Meanwhile, neighbors rated the separated collection service as "very bad." In addition, more than 50% of surveyed people do not comply with their obligation to pay municipal taxes and this action affects tax collection in the Municipality of Callao, because it does not allow to cover all the expenses of providing public cleaning services.
