Ítem Texto completo enlazado Cuando el río suena es porque piedras trae: desafíos de la sociedad civil de Santa María de Huachipa y Cajamarquilla para la gestión de riesgo ante los desbordes del río Huaycoloro(Pontificia Universidad Católica del Perú, 2018-07-10) Illanes Calderón, ChristianWe seek to determine the degree of incidence of civil society groups in the design and implementation of the Disaster Risk Management policy in Santa María de Huachipa and Cajamarquilla. Both areas are located in the Lurigancho-Chosica district, specifically in the Huaycoloro river gorge. They were affected by the overflow of that river between February and March 2017. As a result, infrastructure losses were reported. The methodological proposal of this study follows a qualitative approach. It is a case study. Information will be gathered in depth through semi-structured interviews with members of homeowner associations and officials of the municipalities of Huachipa and Chosica before and during the disaster (for the implementation of the current policy) and after the disaster (for the design and implementation of an improved risk-reduction alternative). The hypothesis is that homeowner associations have a low incidence in the Disaster Risk Management policy. Given the «market governance» scenario that prevails in the studied areas, these associations are limited to a secondary role. The municipal authority only asks them for information, but does not encourage them to play a more proactive role in making decisions.Ítem Acceso Abierto Los retos de las ciudades del Perú frente al cambio climático. Aproximaciones desde la Justicia Ambiental(Pontificia Universidad Católica del Perú. Instituto de la Naturaleza, Tierra y Energía (INTE-PUCP), 2022) Ortiz Sánchez, Iván; Mayo D’Arrigo, Maritza; Alvarez Cueva, Jessica; Espinoza Bardales, Carlos; Garaycochea Castañón, Antonio; Illanes Calderón, Christian; Vivas Huaccho, Diego; Vásquez, Pascuala; Ramos Díaz, LorenaFaced with the urgent call to action raised in the latest IPCC report, this paper takes a panoramic review at the general problems of Peruvian cities tackling climate change, revealing that the challenge is twofold: to build resilience to climatic variability, but above all to overcome the structural causes that produce high levels of social and ecological vulnerability. It is concluded that the four dimensions of environmental justice -distribution, recognition, participation, capacities- allow a more complete analysis of the vulnerabilities to overcome and achieve fair resilience; also, progresses have been found in this regard.
